Certified Notices
The Board of Directors discussed the timetable for sending out
certified letters to notify homeowners about violations.
On maintenance issues, a letter will be sent by regular mail, and the
homeowner will have 30 days to either correct the problem or respond to
the notice. If the matter has not been addressed after the 30-day period,
then a certified letter will be sent to the homeowner, stating a violation
and setting a time to appear before the covenants committee. The homeowner
then has seven days to respond to that notice.
Anyone in violation of the covenants will be notified by certified
mail, and there is a seven-day period in which the homeowner must respond.
Liens for Nonpayment of Fees
The board noted that liens were about to be filed against seven
homeowners who have not paid the quarterly fees that were due April
1.
Architectural Review Committee Report
The committee has prepared a revised ARC form, which will be posted
soon on this Web site. The form will reflect the ARC's decision to grant
blanket approval to some types of changes to Islesworth homes, including
- Gutters.
- Solar panels.
- Door colors.
- Lanterns on either side of the garage door.
- Landscape lighting (not driveway lighting).
Homeowners must still submit an ARC form for to the property manager so
that is on record, but the changes do not have to go through the ARC
approval process.
The committee is one member short, and is seeking volunteers. Anyone
interested in serving on the ARC, which meets once a month, should contact
the property manager, Susan Wood. (See the Contacts
page.)
Property Management Report
The flowers (impatiens) planted at the front entrance will soon die in
the heat, and the landscaping company has suggested replacing them with
pentas at an estimate of $350 for 100 plants. However, several board
members and meeting attendees suggested buying fewer plants at a lower
price independently and also volunteered to do the planting.
A white reflective "stop bar" at the intersection of Captiva
Court and Estella Terrace will be repainted. Board members suggested
painting all three at that intersection.
Other Safety Matters
Board members asked the property manager to request the Martin County
Sheriff's Department to watch for people running the stop signs at Estella
and Captiva and at Estella and Amelia. (The Sheriff has indicated that the
department cannot patrol for speeders in Islesworth, because our posted
speed limit of 20 mph is too low for them to monitor.)
Additional lighting was discussed again, and FPL reported that it would
install lighting wherever Islesworth would like it. FPL would supply the
cabling and conduits, but Islesworth would have to pay for trenching,
which is a large cost. Board members are going to meet at 7:30 p.m. Aug.
11 to walk around Islesworth to determine the absolutely vital places for
lighting. Each light pole would have an average monthly ongoing cost of
about $12.
Responding to the Islesworth board's letter requesting four-way stop at
the intersection of Estella Terrace and Berry Avenue, the county said that
there is not enough traffic to warrant the four-way stop. However, the
board will request that the county reconsider its decision, because the
real issue is not traffic count, but finding ways to slow down speeders.
Reminder Signs
The board approved buying wooden signs that can be attached to the
"no trespassing" signs at the entrances to Islesworth. The new
signs will be attachable to remind people about board meetings and that
fees are due.
